With a junior license you have to take a permit test and then have the permit for one year before getting a junior operator licence. Before you get that you must take and pass a drivers ed class. On top of the course you must have at least 40 hours of driving time including at least 10 hours of driving at night. You must have proof of driving time by your parents signature. Then take a road test and pass to get your licences.
First three months of having your licence you can either drive alone or a licences person that's over 25. The 2nd three months family members only. After 6 months there is no restrictions.
I think it takes long amount of time and energy to get a license so i think the restriction time should be a shorter amount. The first four months family members only. After the fifth month you should be able to have no restrictions.

Call your state legislator. Remember that the main reason why beginners get into traffic crashes is lack of experience.
