The state of Vermont uses a point system to identify the people that get a lot tickets. You get points from convictions for traffic violations that are either state or local. Convictions that you don't get points for are weight, size, equipment, parking and standing. Your license can be suspended with a certain amount of points. The points identify you as an habitual offender.
